How do I remove trojans that will not allow me to download any type spyware removal programs?

in safe mode F8 run malwarebytes anti-malware and SUPERAntispyware,and what they find you
delete it manually. then run ccleaner to cleand your pc, and mvregclean, to clean registry.
what mvregclean find you remove because the key is there but not the file ,folder or program.
even you reformat and it finds anything remove dont be afraid.

Trojans don’t do that, rogue programs do, like anti virus 2009.
You need to get two free programs on your PC:

Find someone who has a clean computer & download/save them to a USB stick then put the stick in your PC & run them.

you can not. Your best option it to start the machine in safe mode with networking, this will normally require a wired connection, not wireless. Then go to http://free.avg.com and download their free program and save it. while there do a site search for vcleaner.exe, this is a safe mode scanner. If you can downnload this and run it from the command prompt it should remove all the spyware. When you re-start normally install the full program and update it. Then run another scan with it in safe mode.

Ok i will try to help you( read completely)
First scan with an anti virus software and note down the location of the viruses
then open command prompt by clicking run then type cmd in the dialog box click ok.
you have to be in the drive that has virus,by default you will been in the operating system drive (say ‘c’)
It will be like this
c:\>
change the drive to the drive that contains virus(say ‘d’)type like this
c:\>d:
and press enter key
you will get like this
d:\>
then type ‘cd’ followed by the name of the folder the name of the folder that contains virus(say in this case virus is in folder sam)type
d:\>cd sam
press enter
then know the attribute fo the file that has virus(say in this case virus is in file vir)type ‘attrib’ followed by file name
d:\sam>attrib vir
then you will get something like this
R SH d:\sam>vir
where R-means ‘read only’
S-means ’system file’
H-means ‘hidden’
you have ti change its attribute to delete the file by doing like this
d:\sam>attrib -r -s -h vir
press enter
this will change the attribute,you can simply delete the files having virus.
(note that you should delete only infected files and not all the other files)

Do not fear, kaspersky has an online-scanner which is completely free and it entirely Browser-Based. The only problem with it is that any threats it finds you must delete them manually, however its not a problem as it gives you the location of the viruses. This can be found at http://www.kaspersky.com/virusscanner, and then click the top button for a full system scan.
If that finds only some of the viruses and you delete them but are still not happy, then run NOD32 online scan completely free also. This can be found at http://www.eset.com/onlinescan/
Kaspersky and NOD32 are your best bet for anti-virus software, and i would strongly suggest you use Kaspersky Internet Security 09, and then online NOD32 scanner as a second-opinion (If you need it which is very unlikely).
These scans can take a very long time, but other things can be done while scanning, so not to worry.
On top of that, me and my team suggest you download MalwareBytes anti-malware and SuperAntiSpyware, and run a full scan with both seperately (Not at the same time).
Your infection should now be gone.

Your PC is already infected. Download and install the anti-virus program on your PC may also cause the anti-virus program to be infected.
